Blastoise Best Nature

I was gonna do modest nature w/rain dish holding a life orb (since it'd heal the life orb damage in rain) what do you think? Blastoise makes a great teammate because of its versatility and ability to deal with a large variety of Pokemon. Surf is Blastoise's main form of STAB and a no-brainer on any bulky Water-type. If you invest 32 EVs into Speed, Blastoise can outspeed Jolly Rhyperior and Adamant Aggron and threaten them with a powerful Surf.

What is the best nature + moveset to have on Blastoise, Charizard, and Gengar? And why? Also is it better to combo chain 31 a specific Pokémon to get 4 max iv or is the stats better on gift Pokémon's? I was planning on having Surf, Ice Beam, Rain Dance, and Skull Bash as a move set for blastoise but I just don't know what nature to get. I have a bashful blastoise. Ive been told that you don't gain much from this nature.
Any advice?
