One, they can stock shelves easily without having to worry about price sections. Why do you think pins switched for just displaying the price on the tag, to the color-coded chart? It takes no more time/effort/money to do it either way. I know the codes/prices are usually listed conveniently around the racks, so technically its transparent pricing, but do you think this is just another sneaky way to get.
