Graphics glitch on main menu and in-game I have visual glitches when "High quality shaders" and "Bloom" are turned on in the options. So since it looks kind of the same as it does with my problem you can do this, turn off this setting inside Steam settings/ Interface tab/ Enable Hardware Video Encoding to OFF and see if it does it again.
