Might be a hot take, but Kefla should barely scale to Buu Arc Vegito much less fucking Ultra Instinct Goku. Two teenage girls who've been able to go super saiyan for maybe a few weeks fused together really shouldnt be pushing Goku to his limits. Basic access for everyone.
