I guess in the 'bleach universe' having orange hair or even pastel pink, blood red, green and bright blues is 'normal' for Japanese people or rather any race tbh. Then later in the series we learn that Ichigo inherited his orange hair from his mother who is a Quincy, the German-coded faction of of the story. Even if his mother was still purely Japanese it symbolically represents Ichigo being a child of foreign descent, confirming what his hair color signified from the beginning.
