Despite his massive strength, "Dragon Ball" hero Gohan no longer goes Super Saiyan - here's why his Ultimate form blows away his previous power levels. Gohan just learned of a way to get stronger without them. He can transform, he's just weaker doing it.
The power he unlocked from within him is something he can't access while being transformed, probably because a transformation has their limits, that's also why there is a super saiyan 2 and 3 because the super saiyan transformation has limits. Gohan gives it his all against fighters like Top and Dyspo in the Tournament of Power in Dragon Ball Super, but once again, Ultimate Gohan doesn't go Super Saiyan. This was puzzling for some fans during the Buu Saga, but Dragon Ball Super finally offers an explanation when Goku simply asks Gohan why.
Knowing that, brings up a question. Why would Gohan, knowing the power of Super Saiyan Blue, or even Super Saiyan God not want to go the same path as his father Goku, and Vegeta? Is it just pride? Does he not want to feel like a "repeat"? I think it's because there's a lot more to this Mystic/Ultimate form he obtained from the Elder Kai all the way back in Dragon Ball Z. Gohan cannot go Super Saiyan after getting Mystic/Ultimate form (though it's not even really a form as much as a full power).
First things first, Elder Kai tells Gohan nothing more than to go Super Saiyan, when Gohan attempts to go Super Saiyan with no further instruction, Super Saiyan doesn't happen. In DBZ, we see that the Elder Kai fully awakens the dormant power of Gohan. In this state Gohan can match Buu in his unfused form.
But after Buu absorbs Piccolo and Gotenks, why doesn't Gohan go Super? Is there any reason that Gohan couldn't transform to Super Saiyan form after the awakening? Dragon Ball Super has canon continuity to DBZ and I've heard talks of Ultimate Gohan in it. Has more. As a result, Gohan is able to achieve a power beyond Super Saiyan 2 and even Super Saiyan 3, ultimately being even with Super Saiyan Blue after constant training.
Mystic Gohan is one of the biggest OP transformations in Dragon Ball. Sure, his Super Saiyan 2 transformation was OP as well, but at least that was a continuation of his hard work in the Hyperbolic Time Chamber with Goku. This transformation was out of nowhere and took Gohan to a Super Saiyan 1 to stronger than Super Saiyan 3 instantly.
After nameless old Kai unlocks Gohans hidden power, he goes to earth and punishes Super Buu, then learning no lessons from Cell, incidentally let's Buu absorb Piccolo and Gotenks. From here on Gohan isn't using powerful moves anymore, without reason, and gets beat around like a rag doll without ever countering. He never goes Super Saiyan even once.
