In the Pokédex there is both no Orange (variously filtered into Red, Yellow or Brown) and there is some Blue/Green confusion (notedly Bronzor/Bronzong). One of Pokemon's design principles involves the color scheme (usually) being indicative of the Pokemon's type, and you see that reflected in the icons. Dragon type in particular stands out to me, because its varied-- tends to be dark blues/indigos, with the ocassional red, and you see this reflected in the dragons themselves.
