Blaster bolts came in different colors. Red was the most common color, and was made from cheaper gas. This color was used by the Confederacy of Independent Systems, the Rebel Alliance, the Galactic Empire, and the First Order.
Blue was used by the Galactic Republic, and the Resistance. So it is confirmed in the rogue one dictionary that the U-wings blasters are ion based. This is further supported by the color of the ion shot charge card in battlefront.

Even more to support this is the fact that clone trooper blaster bolts were blue. It makes sense because they were fighting droids. I assume a B2 battle droid would be more easily disabled with ion the normal bolts.
