There are 23 colors in the game, all with different affects on the stats of a frog. The way I've found how to imitate the game's rendering is to use paint.net, and its recolor tool, with recoloring pure white to the color. An example and template paint.net project can be found here.

the patterns have a range of values, but the relationship between colors and values seems to be random. (always the same for the same frog but different from pattern to pattern.). this google doc has all the values for every frog in the game.
edit: it seems like breeding is random but the random number generator isn't that. Maximum value is determined primarily by the rarity of the frog pattern, with some variation due to color and pattern color. Maximum value determines the amount of XP that is earned when a frog is tamed.

Value is the number of coins that a frog can currently be sold for. This value is calculated by 80% Maturity and 20% Happiness. Maximum value is determined primarily by the rarity of the frog pattern, with some variation due to color and pattern color.

there are 6 color combinations that share the fastest speed of 218. I think the max values of each breed/color combination were chosen at random. Looking through the database doesn't seem to reveal any biases towards certain color combinations.
Pocket Frogs includes 41,548 different frogs which the player can collect, breed, and share. Each frog is determined by three genetic attributes: Base Color, Secondary Color, and Breed. The name of each frog is given by the name of each of its attributes; for example, if the breed is Marmorea, the base color is Golden, and the secondary color is Bruna, then the frog would be a Golden Bruna.
