Goku is able to transform into a ssj 3 and Vegeta can transform into a ssj 2 The only thing that can argument against this is the power needed to become a ssj 3. Gotenks needed extra training to use anything higher than Super Saiyan 1 (heck, he needed training to even go SS1 after Fusion at all). I would guess that any Fusion would need such training for higher forms that both its halves aren't capable of.

So Vegetto or Gogeta could go Super Saiyan 1 and 2 by default because both Goku and Vegeta have that form, but SS3 would require time to develop. The implications of this are massive and one could even go as far as to say Super Saiyan 3 Gogeta would be stronger than Mastered Ultra Instinct or Ultra Ego. Gogeta's Super Saiyan 3 transformation will most definitely go down as one of the most powerful Saiyans in all of Dragon Ball history. That leaves Broly, Gogeta and GT Trunks.
