I guess in the 'bleach universe' having orange hair or even pastel pink, blood red, green and bright blues is 'normal' for Japanese people or rather any race tbh. Though Ichigo's orange hair is probably considered quite rare in that universe since he's gotten picked on for it in the past. It is fiction after all where anything is possible! In one of the art books (iirc it was All Color But the Black), Kubo actually disclosed the copics he uses for Ichigo, Orihime, and Masaki's hair.
